Ferrere (Uruguay) has helped a special purpose vehicle (SPV) controlled by a consortium of local construction companies ink a public-private partnership (PPP) with Uruguay’s Ministry of the Interior to develop a prison complex in the country’s San José department.
The PPP involved a US$80 million project financing; Posadas and Dentons Jiménez de Aréchaga advised the lenders of those funds.
The PPP was signed on 29 August.
Through the deal, UIPPL Libertad – an SPV controlled by Uruguayan construction companies Saceem, Teyma and Ciemsa – secured an agreement to develop a rehabilitation centre in San José.
The project consists of a rehabilitation centre with three prison units and 460 cells for the detainment of medium-high security male inmates, as well as 20 cells for administrative arrests and 30 cells for admissions.
The complex will also offer workshops, cleaning and healthcare facilities, a grocery store, waste disposal units and pest control provisions.
Construction began earlier this month and is expected to be complete in 18 months. As part of the PPP, UIPPL will be responsible for the operation and maintenance of the centre for 15 years.
The facility is hoped to alleviate overcrowding at the Unit No. 4 Santiago Vázquez prison in Montevideo and the Unit No. 7 rehabilitation centre in the southern city of Canelones.
Plans are also in place for the construction of a women’s prison facility – with 850 cells – in Montevideo’s neighbourhood of Colón. A separate PPP for the project is expected to be granted in the coming months.
Established in 1951, Saceem is the construction subsidiary of the Uruguayan energy corporation GRINOR. It focuses its on the infrastructure, transport, logistics, energy and environmental sectors.
Teyma has provided engineering, construction and industrial services solutions to Uruguay’s forestry, urban hygiene and waste management sectors for over four decades. Since its inception in 1980, it has developed over 500 projects – covering some 550,000 square metres – as well as 100 hydraulic works and 70 energy generation projects, including wind farms.
Founded in 1980, Montevideo-based construction company Ciemsa oversees construction projects in Uruguay’s public and private sectors – including renewables, sanitation, transportation and energy.
